(a)D schools are public middle schools located in king City;
In October 2018, the Plaintiff and E were students attending the fourth and fourth grade of the D School, and the Plaintiff was the student autonomy president of the D School at the time.
B. The main contents of the Regulations on the Human Rights to School Life, which is the school regulations of D Schools, are as follows.
Part I of the General Provisions of Article 3 (Reasons for Application) of the Elementary and Secondary Education Act, Article 9 of the Enforcement Decree of the Elementary and Secondary Education Act, and Article 18 of the Gyeonggi-do Ordinance on Students' Human Rights.
Part III of the General Provisions of Section 1 of the Students' Self-Governing Council (Qualifications for Members) shall be the members of the plenary session.
Provided, That the grace period shall be suspended for the period of membership.
Article 23 (Student Guidance Committee) A student guidance committee composed of the teaching staff may be established to guide the operation of plenary session.
Section 2. Officers of the Section 2 shall have the following executives:
(1) The term of office of one chairperson and Article 30 (Term of Office) shall be one year.
(1) A student president, vice-chairperson, or member of the steering committee shall lose his/her qualification when he/she is provided with guidance for school attendance or higher.
Section 5, Article 41 (Composition) of the Student Guidance Committee shall be the principal, vice-principal, and members of the Committee shall be the head of the school, the vice-chairperson, and the teachers of the department in each school year.
Article 42 (Matters to be Resolved) Matters to be resolved by the Committee shall be as follows:
(1) Matters concerning the guidance and fostering of the Council of Students. (2) Matters concerning the establishment and amendment of the rules of the Council and the Steering Committee. (4) Other matters concerning the appointment of executives of the Council of Students.
(2) The resolution of this Committee shall be adopted with the attendance of a majority of incumbent members and concurrent votes of a majority of members.
