The defendant is a person who actually operates E (Representative F) in Songpa-gu Seoul Metropolitan Government and G (Representative H) in Songpa-gu Seoul Metropolitan Government, I located in Goyang-si in Goyang-si in Gyeonggi-do, and JLLC in China, respectively.

Where a resident makes payment, etc. without going through a foreign exchange agency in connection with any transaction between a resident and a nonresident or between nonresidents or between nonresidents, or settlement of claims and debts, he/she shall file in advance a report thereon with the Governor of the Bank of Korea;

Nevertheless, the Defendant, without filing a report on June 12, 200, allowed L to carry USD 13,300 (the equivalent of USD 15,561,00) into and out of Korea around 12, 203, and thereby, imported money, such as the freezing of the JW Corporation.
