When a person liable for military service moves his place of residence, he shall make a move-in report within 14 days.

Nevertheless, the Defendant did not file a move-in report within 14 days without justifiable grounds, even though he moved his place of residence to Gwangju Mine G and 102 in November 17, 2015.
