A is the owner of the "E" game room in the first floor in Jeoncheon-si, Jeoncheon-si, and the defendant B is a person who works as an employee of the above game room and has been in charge of the management of customers, exchange, etc.

The Defendants employed F, an employee of the above game room, and recruited to exchange or arrange for money exchange scores obtained through the above game room game products.

위와 같은 계획에 따라 피고인들은 2015. 1. 7.경부터 2015. 4. 13.경까지 위 게임장에서 게임물관리위원회로부터 청소년이용불가 게임물로 심의받은 게임기인 피크오션(포커게임물) 40대, 아라비안포커2(포커게임물) 15대 합계 55대의 게임기를 설치하여 놓고, 그 곳을 찾아오는 불특정 다수의 손님들로 하여금 1회당 100점이 차감되는 게임자동진행장치(일명 '똑딱이')를 이용하여 게임을 하게 한 후, 손님들이 게임물의 이용을 통해 획득한 결과물인 게임점수에 대해 1점에 1원으로 환전해 주는 등의 방법으로 사행성을 조장하는 행위를 하였다.
