Punishment of the crime
On February 8, 2012, the Defendant was sentenced to a suspended sentence of five years for a violation of the Act on Special Cases concerning the Punishment, etc. of Sexual Crimes at the Jeju High Court on February 8, 2012 and became a person subject to registration of personal information on February 16, 2012.
If a ground for change of information registered pursuant to Article 33(2) of the former Act on Special Cases Concerning the Punishment, etc. of Sexual Crimes (wholly amended by Act No. 11556, Dec. 18, 2012), a person subject to the registration of personal information is obligated to submit changed information to the head of a police agency or correctional institution having jurisdiction over his/her domicile within 30 days.
On February 28, 2013, the defendant submitted personal information to the Jeju East Police Station as a person subject to probation and stated "C" in the occupational column and "C" in the name of the workplace when the defendant submitted the personal information to the Jeju East Police Station as a person subject to probation on the ground of his/her breach of duty.
However, on February 25, 2013 and on February 27, 2013, the Defendant, while working as an employee under the above C, was detained for compulsory appearance, and became disqualified from working there.
Therefore, the defendant did not submit the changed information despite the fact that there was a reason to change registered information and the head of police office having jurisdiction over his domicile within 30 days.
