2. The costs of lawsuit shall be borne by the Plaintiff.

A. The Plaintiff’s appointment of the Director of the Free Economic Zone Authority 1) D Free Economic Zone Authority is a Special Act on Designation and Management of Free Economic Zones (hereinafter “Free Economic Zone Act”).

On October 30, 2003, Japan and Fmanies were designated as free economic zones, under Article 159 of the Local Autonomy Act, a local government association established B and C to efficiently handle foreign capital inducement and development projects, etc. in free economic zones under Article 159 of the same Act. 2) The Defendants, in accordance with Article 27-2 of the Free Economic Zone Act and the Rules of D Free Economic Zone Association, were authorized to jointly appoint the head of the D Free Economic Zone Authority after consultation with the Minister of Trade, Industry and Energy.
