The first instance court.
1. The reasoning of the judgment of the court of first instance is identical to the ground of the judgment of the court of first instance, except for adding “(the same shall apply even if the plaintiff added each description of evidence Nos. 5 and 6, which was submitted additionally by the appellate court)” to “for example, it is difficult for the court of first instance to see” in the 3rd part of the judgment of the court of first instance, and thus, it shall be cited in accordance with Article 8(2) of the Administrative Litigation Act
2. The judgment of the first instance court is justifiable, and the plaintiff's appeal is dismissed as it is without merit.
