Based on its stated reasoning, the lower court reversed the judgment of the first instance that found the Defendant guilty on the facts charged of this case, and sentenced the Defendant not guilty.

Examining the record in accordance with the relevant legal doctrine, the lower court did not err by exceeding the bounds of the principle of free evaluation of evidence against logical and empirical rules, or by misapprehending the legal doctrine on the establishment of a violation of the Railroad Safety Act
