Around 16:00 on February 21, 2014, the Defendant driven a 500-meter radius on the front road of the Agyl Innuri Port located in the Southern-dong of Busan, Jung-gu, Busan, on the road located in the same Gu as that of the Gauri Port, which is located in the same Gu, without a motorcycle driver’s license, at approximately 125:0 meters away from the number plate without a motorcycle driver’s license.

2. The Defendant violated the Guarantee of Automobile Accident Compensation Act: (a) operated the said urbine without mandatory insurance at the time and place under paragraph (1).
