As a result, the defendant, in collusion with E, claimed the cost of social services by fraud or other improper means.

2. The Defendant and E engaged in unlawful uttering of official documents in collusion with the Defendant. As described in paragraph 1, the Defendant issued “human resources card for providing support for the health care of the newborn baby issued to I” to E, which is an official document issued to I, and E exercised the said card by means of contact with the relevant device to claim government subsidies as if I had performed an active work for H, and as I had performed an active work.

Accordingly, the defendant conspireds with E to use official document unlawfully.
