Nevertheless, the Defendant, without obtaining permission to convert farmland from around November 2014, leased the farmland to F with a deposit of KRW 11,50,000,000,000 and KRW 2,000,000,000,000,000 won, which is farmland outside the agricultural promotion area, to the land without permission.
