The defendant is a person who has been operating (ju)B as a cargo subcontractor for young children.

1. Any person who has violated the Motor Vehicle Management Act shall file an application for registration of transfer of ownership with the Mayor/Do Governor, as prescribed by Presidential Decree;

In September 23, 2014, the Defendant acquired a CF passenger car registered in the name of the said Company due to the closure of (StateB) B at the non-place on September 23, 2014, but did not file an application for the registration of transfer of the ownership of the said automobile under the name of the Defendant without justifiable grounds

2. The Defendant violating the Automobile Compensation Act is a person possessing the above vehicle.

No automobile which is not covered by mandatory insurance shall be operated on a road.

Nevertheless, at around 20:50 on March 19, 2016, the Defendant operated the said vehicle which was not covered by mandatory insurance on the road before the police box within 19,00,000, 166, Ma-ro 166, Sungnam-si, Sungnam-si.
