A person who intends to build, rebuild, alter, or remove a structure, object, or any other facility or to occupy and use a road due to any other reason shall obtain permission from a road management authority.

Nevertheless, from June 9, 2016 to June 28, 2016, the Defendant occupied and used a road, such as installing a tent and keeping cries, fruits, etc., without obtaining permission from a road management authority, on the front road operated by the Defendant in the Daegu-gu Office B.
