The Defendants did not pay each of the above fines.

1. On June 4, 2014, Defendant A, while working as a member of a G political party, had the nationwide local election of Dong-dong local government, had the intent to recruit the G Party members, and had Defendant B, who is a public official of Sungnam-si, who is a member of Sungnam-si, which was found in the Sungnam-gu, Sungnam-gu, Sungnam-gu, Seoul, in order to find it in August 2013, 2013, received the application form for joining the political party by soliciting other persons to receive the application form for joining the G Party.

Accordingly, B received the application for joining the G Party through the Secretary H of the Sung-nam branch of the F Association, as described in paragraph (2) from the early September 2013, 2013.

Accordingly, the defendant instigated B, a local public official, to engage in a political activity.

2. Defendant B served as a Grade 6 local administrative staff member from May 4, 2012 to October 31, 2013, and served as a Grade 5 local administrative staff member as a public official from November 1, 2013 to a Grade 5 local administrative staff member, and served as a public official of the J-gu, Seongbuk-gu, Seongbuk-gu, Jdong-gu.

No public official shall allow another person to join a political party or other political organization in order to support or oppose a specific political party or person in an election.

Nevertheless, on June 4, 2014, the Defendant, according to Defendant A’s teacher, expressed his mind to receive the application forms for joining the G Party in order to take up the nationwide provincial election and support the political party. On September 4, 2013, the Defendant sought to receive the application forms for joining the G Party in order to obtain the application forms for joining the G Party. On September 4, 2013, 2013, the Defendant sought to the F Association branch office located in the building of the Sinnam-si, Sungnam-si, and demanded the head of the Secretariat of the said branch office “to help him receive the application forms for joining the G Party,” and requested that he accept the application forms for joining the G Party from the other persons. On October 2013, the Defendant violated the provisions prohibiting the political activities of public officials.
