1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
1. Basic facts
A. The Plaintiff applied for a new admission screening (department D: college of education D, recruitment classification: occasional recruitment) in the year 2016 at the Cheongju University operated by the Defendant, and passed the examination on November 3, 2015.
The plaintiff was selected as an excellent scholarship student with new students (classified: 1).
The scholarship benefits of the above excellent scholarship scholarship student (Classification: 1) shall include the total amount of tuition fees: the total amount of tuition fees; the period of payment; three years; and the average of at least the average of at least B of each semester.
B. According to the 2016 Cheongju University’s 2016 Non-permanent recruitment outline (hereinafter “instant recruitment outline”), a successful applicant shall make a registration (payment of a registration deposit) between December 11, 2015 and December 14, 2015, and thereafter a successful applicant shall make a final registration by paying the remaining registration fees during the final registration period from January 29, 2016 to February 2, 2016.
C. Accordingly, on December 11, 2015, the Plaintiff paid KRW 300,000 of the registration confirmation deposit to the receiving institution designated by the Defendant.
In addition, when the plaintiff was selected by applying for membership in a dormitory with the defendant around that time, the plaintiff paid 1,350,000 won to the dormitory on January 15, 2016.
On February 2, 2016, around 18:00, the Defendant revoked the Plaintiff’s pass on the ground that “the Plaintiff paid KRW 500,000,000 after deducting KRW 300,000 from KRW 80,000,00,000 for the last registration period from January 29, 2016 to February 2, 2016, and did not make a final registration, such as: (a) submitting a notice of enrollment fees to the bank counter to the receipt seal and affixed the receipt seal; and (b) processing of the registration.”
