A developed a related search ranking manipulation program and provided it to Defendant B, and Defendant B conspiredd to operate the “C”, an Internet search advertising company, and receive money from a customer or advertising agency who wants D advertising, and to manipulate the order of access by operating the program.

Accordingly, from January 2017 to April 2018, Defendant B employed employees, such as I, J, and K, in Gangnam-gu Seoul, Seoul, Seoul, G, and H, Gangnam-gu, Seoul, and H, and equipped with several hundreds of Nowon-gu and smartphones, opened and operated a site (C: L) in the Netherlands, and provided Defendant A with a related search ranking manipulation program.

B A advertised that it provides D-related search services to M, N,O, P, etc. to recruit clients, and input search terms related to the search terms (flick) connected to the above site (S: L) and access to the D site by operating the said program.

A, from January 201 to April 2018, from Gangnam-gu Seoul, Q and R, etc. to April 2018, A operated the above program in various ways, such as having several hundreds of Nowon-gu and smartphones, and having access to the above site (location: L) and expanding the interval of time of entry into search lines (on-line call key) in connection with search lines (on-line).

The Defendants conspired as above on March 25, 2017 by the D site users to search “S” and, despite the fact that there was no access to “T” as a result of the search by the D site users, sent 2,608 false character information to the D search system using the aforementioned search ranking manipulation program.

In addition, the D Search System had users search “S” and had users recognize the statistical data as being exposed to higher ranking in this related search.
