A shall be punished by a fine of KRW 10 million, and Defendant B shall be punished by a fine of KRW 5 million.

1. Defendant A

A. A. On March 16, 2020, the Defendant violated the Road Traffic Act (unlicensed driving) driving on the road of Seocho-gu Seoul Metropolitan Government without a driver’s license on March 16, 2020, driving a car by re-driving from about 1 Km section from the front of Seocho-gu Seoul Metropolitan Government to the front of E located in Gangnam-gu Seoul Metropolitan Government D

B. The Defendant violated the Guarantee of Automobile Accident Compensation Act: (a) operated the said FF again, which was not covered by mandatory insurance at the time and place specified in the above “1. A” as above.

C. At the time and time indicated in the above paragraph (1) A, the Defendant: (a) operated the said FF FF car that was not covered by the mandatory insurance as above by the police officer on the street before the above E; and (b) controlled under the suspicion of violating the Guarantee of Automobile Accident Compensation Act, the Defendant: (c) made it difficult for B, who was the remainder of the Defendant, to be punished by excluding the fact that the Defendant was not covered by the mandatory insurance and driving without a license; and (d) made B, who was the enforcement officer under the control, to make a false statement as if B driven the said FF car.

The Defendant called in front of the E in Gangnam-gu Seoul, to B, and sent it to B, “The police was controlled by the operation of mandatory insurance, and he was driven by E”, and caused B to have B make a false statement as if he driven.

On March 16, 2020, at around 01:55, the Defendant made a false statement to the senior police officer of the Seoul Gangnam Police Station G police box, H and police officers at the Seoul Gangnam Police Station, who operated the said FF car, and prepared a vehicle operation statement.

As a result, the defendant instigated B to escape a person who commits a crime corresponding to a fine or heavier punishment.

2. Defendant B: (a) around 01:55 on March 16, 2020, the facts in the front street in Gangnam-gu Seoul Metropolitan Government D are as described in Section A, 1.C, even though he did not drive a car by re-working the car.
