2. The costs of lawsuit shall be borne by the Plaintiff.

A. On December 18, 2012, the Plaintiff completed his/her resident registration with C Apartment Co., Ltd (hereinafter “instant apartment”) at the address of 105 Dong 703, as of December 18, 2012. From around that time, the Plaintiff resided in the said 703 while maintaining a de facto marital relationship with D, the owner of the said 703, and reported his/her marriage with D/her marriage on March 11, 2014.

B. The Plaintiff registered the instant apartment with D’s consent at the election of the representative of each Dong of the instant apartment building (hereinafter “election of the instant building”). On February 13, 2014, the Plaintiff was elected as the representative of the instant apartment building 105 unit.

C. On March 12, 2014, the representative E reported the formation of the council of occupants' representatives comprised of 11 representatives of each Dong elected in the election of representatives of the above Dong, including the Plaintiff, to the mayor of each Dong on March 12, 2014. On March 19, 2014, the mayor of each Dong notified the plaintiff to the effect that "the plaintiff is not qualified as the representative of each Dong because he is not a legal spouse at the time of the public announcement of the election of the representative of the above Dong," and on March 26, 2014, the question as to whether the election management association of the apartment of this case was qualified as the representative of the plaintiff by the election management association of the apartment of this case on March 26, 2014, the representative of each Dong is elected from among the occupants who have resided in the relevant apartment complex for at least six consecutive months on the date of the public announcement of the election, and the spouse or lineal ascendant or descendant of the owner without the power of authority delegated in writing cannot be the representative of each Dong."

E shall consist of ten representatives for each Dong, except the Plaintiff, in March 31, 2014 to the Mayor of Pakistan.
