A. On September 19, 2012, the Defendant entered into a sales contract with the Defendant, a business entity of the instant real estate project for the housing construction project (hereinafter “the instant real estate”) with the Mexico Construction Co., Ltd. (hereinafter “Mexico Construction Co., Ltd. (hereinafter “the instant real estate”) to sell the instant real estate for KRW 7.5 billion, and if the Defendant paid the sales price after obtaining an approval to revise the housing construction plan under the name of the Mexico Construction (hereinafter “approval to revise the housing construction plan”) and obtaining an approval to revise the project plan (hereinafter “Approval to revise the project plan”), the Mexico Construction Co., Ltd. (hereinafter “the instant sales contract”).

B. On October 11, 2012, the Defendant entered into a district unit planning service contract (hereinafter “instant service contract”) with the Plaintiff to obtain a modified approval of the business plan under the name of Mexico Construction, and paid down payment of KRW 15 million to the Plaintiff.

Article 2 (Scope of Services) The scope of services to be performed by the expenses and responsibility of the recipient (referring to the plaintiff; hereinafter the same shall apply) in connection with this contract shall be as follows:

(1) All affairs related to the formulation of a district unit plan. (2) Environmental review (2) Environmental review (3) Environmental review (excluding the preparation of landscape view and females). (5) Permission for development activities and consultation on the diversion of mountainous districts and farmland. (6) Preparation of authorized books for implementation plan for consultation on the diversion of farmland ( consultation on civil engineering-related drawings). (8) Detailed details of the cost of services under this contract are as follows.

Article 4 (Price Payment and Method) (1) Services costs shall be paid within 15 days from the date of request.

(2) 15,00,000 won (5%) per 10% (5%) at the time of a non-contract with the payment ratio as at the time of a claim for payment (excluding value-added tax) shall be the first (5%).
