A person who is not an entrusted business entity or a national sports promotion corporation of the Seoul Olympic Games or a person who is not an entrusted business entity shall not provide property or property benefits to a person who correctly predicted the result by issuing sports promotion voting rights or a similar things, and shall not establish a space for gambling for profit.

피고인은 F, G, H, I, J, K, L, M, N, O, P과 함께 국민 체육 진흥법에 따른 투표권을 발매하는 ‘ 스포츠 토토’ 와 비슷한 인터넷 도박 사이트를 운영하기로 공모하고, 일본에 사이트 운영 서버를 두고 국내에는 화성시 Q, A 동 2303호 및 같은 주소지 건물 R 오피스텔 404호 등에 방송 홍보 등 회원 유치를 담당하는 운영 사무실을, 해외에는 태국 방 콕 수 쿰빗 39에 있는 불상의 콘도 17 층 2호 등에 사이트, 회원관리 및 송금 업무를 담당하는 운영 사무실을 각각 두고 “S”, “T” 라는 인터넷 도박 사이트를 개설하여 운영함에 있어, F은 국내 사무실을 개설하고 범행을 총괄 지휘하고, 피고인은 인터넷 도박 사이트 개설 및 관리를 하고, 피고인과 L는 중국, 태국 등지에 사무실을 개설하여 해외 사무실을 관리하고, M, N, J는 태국 현지의 콜 센터에서 경기 일정 및 결과를 위 인터넷 도박 사이트에 올리고 회원들의 요청에 응하여 사이버 머니 충전 및 환전 등의 업무를 하고, K, H, G, I, O, P은 국내에서 인터넷 방송인 U 등을 통해 위 사이트를 홍보하여 회원들을 모집하는 역할을 각 수행하기로 하였다.

In collusion with F, L, M, N, J, G, K, H, I,O, and P, the Defendant used the Internet broadcasting ‘U’ for the purpose of recruiting members of the above gambling site from January 31, 2013 to May 24, 2014, the Defendant publicize the domain name address, recommended ID and code numbers necessary for the entry into the site in real time, and publicize the e-mail, gynas and bar numbers.
