A, D, and E each fine of KRW 5 million, Defendant B is punished by a fine of KRW 10 million, and Defendant C is punished by imprisonment for August.

1. Defendant A is a person who served as the Secretary General of AB as an incorporated foundation.

On November 29, 2016, the Defendant did not appear without justifiable grounds despite being served a request for attendance under the name of the Chairperson of the Special Investigation Committee of the National Assembly to attend the meeting room at around 10:00 to examine the “Establishment, Operation, etc. of AB, an incorporated foundation” of the “Special Committee on the Investigation of AD” at the residence of the Defendant located in AC in Chuncheon-si around November 29, 2016.

2. Defendant B is a representative director of AF (State).

On December 15, 2016, the Defendant, at the AF office located in Seocho-gu Seoul Metropolitan Government AG around December 15, 2016, received a request for attendance under the name of the Chairperson of the Investigation Special Chairperson of the National Assembly, to attend the meeting at around 10:00 of the said Special Committee on Investigation of the State Affairs for the purpose of examining the “AH EMA” of the said Special Committee on Investigation of the State Affairs, but did not attend without justifiable grounds.

3. Defendant C is a person who served as a secretary in charge of the secretary-general of the Blue House for the President of the Blue House.

The Defendant was served with a written request for attendance by the chairperson of the Special Investigation Committee to attend the meeting room No. 245 at AE around 10:00 of the Seoul Jongno-gu Seoul Jongno-gu Office to examine the “Act on Personnel Participation, etc. in the AH Cheongbu” of the Special Committee on the Investigation of the said Investigation, and was served with a written request for attendance to attend as a witness at the meeting room No. 245 of the above National Assembly at around December 15, 2016 at the above place on December 15, 2016, but did not appear without any justifiable reason.

4. Defendant D is a person who served as a police officer belonging to the Seoul National Police Agency.

On December 8, 2016, the Defendant was served with a request for attendance under the name of the chairperson of the Special Investigation Committee of the National Assembly to attend the meeting room No. 245 of the said Special Investigation Committee around 10:00 to examine the “AM documents so related, etc.” of the said Special Committee at the AL Office in Gangnam-gu Seoul, Seoul. However, the Defendant was served with a request for attendance under the name of the chairperson of the Special Investigation Committee.
