The defendant, who operates a "D kindergarten" in Gangdong-gu Seoul Metropolitan Government, shall obtain permission from the competent authorities to display or install electric signs as an advertisement using electricity.

Nevertheless, the Defendant, without obtaining permission from the competent authorities from November 1, 2013 to February 20 of the same month, installed a ED electronic sign board, an advertisement of the said kindergarten, which is an electric sign board, likely to impair road traffic safety, on each back of the back of the E and F car 25 passenger cars used and operated as school buses from the above D kindergarten from November 1, 2013 to the above D kindergarten.
