The defendant is a school meal service supplier who actually operates Co., Ltd. D in Ulsan-gu, Ulsan-gu, and E is a defendant's partner who works as a factory site in the above D.

While Defendant and E are engaged in the business of supplying two or more levels of beef to be used for providing meals to schools located in Ulsan City, Defendant and C conspired to pay profits by mixing the two or more levels of beef with those of the two or more levels of beef, on the ground that it is difficult to pay a large amount of profit due to the low supply price.

1. No person who violates the Sanitary Control of Livestock Products shall place any false, exaggerated or secret labelling, advertisement, or exaggerated packaging in relation to the names, manufacturing methods, ingredients, dietitians, raw materials, use and quality of livestock products, the packaging of livestock products and the traceability of the processed livestock products;

Nevertheless, Defendant 1, along with the above E, indicated that he supplied two or more levels of Chinese milk to G middle schools located in Ulsan-gu, Ulsan-gu, on March 29, 2016, as the transaction specifications and labels, “an 2 grade high-quality 3 (FF) high-quality 3 (FF),” and supplied them to the above middle school in a total of 581cc from March 2, 2016 to September 29, 2016, after mixing the above Belgium with the beef 2 grade 3 and 7 km, and supplied them to the above middle school. As indicated in the attached list of crimes, Defendant 1 indicated the false weight, grade, etc. in the transaction specifications and labels, and supplied them to the above middle school in a total of 60 cm in a region where 5,01k beef equivalent to the above Belgium, etc. is located.

As a result, the Defendant made a false representation of the details of transactions of beef, which is livestock products, in collusion with E, ingredients, raw materials, etc.

2. On March 29, 2016, the Defendant, along with E, submitted a trade statement, Belgium, and a written confirmation of grade determination to the victim, as if he/she supplied at least two levels of Chinese medicine, as described in paragraph 1.
