The Defendant had a mind to register disabled persons using a disability diagnosis certificate delivered from a person with no name to the name of “B”.

Accordingly, around October 12, 2009, the Defendant received a forged disability certificate stating the disability grade 3 in spine spine with the above person's name, and at the Dong office located in the Dong office in Gwangjin-gu Seoul Special Metropolitan City, the Defendant had the public official in charge of the welfare card of the disabled in the Dong office registered the defendant as the third disabled person and issued the welfare card for the disabled person.

Accordingly, the defendant interfered with the legitimate execution of duties of the public official in charge of disabled registration by fraudulent means.
