A and B shall be punished by imprisonment with prison labor for one year, for eight months, and for six months, respectively.

No foreigner who enters Jeju Special Self-Governing Province (hereinafter referred to as the "Do") for the purpose of tourism, etc. shall move to another area of the Republic of Korea without the permission of the Minister of Justice to extend his/her sojourn area, and no person shall move or arrange to move any foreigner who has not obtained the permission of the extension of his/her sojourn area

1. Defendants A and C are responsible for carrying Jeju-do-free certificates (B-2) and moving to other areas than Jeju-do-do without permission. Defendants B and C are Chinese nationals eligible to stay in the Republic of Korea by April 14, 2017 with the permission to stay in the Republic of Korea from April 13, 2020, who are qualified to stay in the Republic of Korea by April 13, 2020 and are in charge of recruiting foreign nationality Koreans and handing over to Defendant A and Defendant C. Defendant D obtained Jeju-do-free certificates (B-2) around April 15, 2018 and wishing to leave the country.

On April 2018, when Defendant B recruited Chinese people who wish to deviate from the Do, the Defendants agreed that Defendant A and Defendant C concealed the Chinese people on the vehicle, and that Defendant A and Defendant C got on the ship to leave the Do in a way that they go to the land and receive the fee. On May 2018, Defendant B came to know that Defendant B and one Chinese person, who is the first Chinese person, wanting to escape from the Do, through mobile phone hosting app, etc., and decided to hand over them over to Defendant A and Defendant C.

As a result, the Defendants conspired to leave the country by Defendant D and one Chinese person from the name of the Defendant.

2. Defendant A, Defendant B, and Defendant C’s crime committed on May 6, 2018 at the vicinity of the J hotel located at Jeju around 15:26 around May 6, 2018 to Defendant A and Defendant C.
