Reasons
The reasoning of the judgment of the court of first instance cited by the court of first instance is as stated in the reasoning of the judgment of the court of first instance, except where the "this court" in the 6th page 1 of the judgment of the court of first instance is "the first instance court". Thus, it shall be cited by Article 8 (2) of the Administrative Litigation Act and the main sentence of Article 4
In conclusion, the judgment of the first instance is justifiable, and the plaintiff's appeal is dismissed as it is without merit.
