The defendant is a person with no military service who is subject to a call for military force mobilization training.

Where a person without military service moves his place of residence, he shall make a move-in report pursuant to Article 16 of the Resident Registration Act within 14 days.

The Defendant did not make a move-in report within 14 days without justifiable grounds, even though he/she moved to his/her place of residence from No. 2, 303, Sinsan-si, Sinsan-si to C, 202 on September 2015.
