The defendant is the head of the urban environment rearrangement project association in Goyang-gu, Goyang-si.

The chairperson of the promotion committee or a project implementer shall disclose documents, such as the minutes of the board of directors of the association concerning the implementation of a rearrangement project, monthly deposits, details of withdrawals, and related data, and shall make them public by the Internet and other means, within 15 days from the date on which such documents or data are prepared or amended.

On July 2, 2013, the Defendant held the 10th board of representatives of the Urban Environment Improvement Association of Zones C at the office of the Urban Environment Improvement Association of Gyeyang-gu, Seoyang-gu, Seoyang-gu, Seoul. Around that time, the Defendant did not disclose the minutes and the details of the monthly funds and the monthly funds and the monthly funds in February 2, 2013 by Internet and other means within 15 days.
