2. The costs of lawsuit shall be borne by the Plaintiff.

A. In around 2004, the Plaintiff, according to an agreement between South and North Korea, has moved into the Gsung Industrial District, which was developed and created in the GIC region in the GIC region of North Korea, and has operated the manufacturing business of a kitchen in the 3,738.87 square meters of the steel-frame 2-story factory building located in the said zone B (hereinafter “instant factory”).

2. Summary of the plaintiff's assertion

A. Installation, management, and supervision of fire-fighting systems in the Gisung Industrial District are the duties of the management department of the Gisung Industrial District Management Committee established under the Gisung Industrial District Support Act (hereinafter “Gisung Industrial District Act”), and the Gisung Industrial Support Foundation established under the Gisung Industrial District Act also takes charge of the duties of supervising the said committee, and the Minister of Unification is authorized to direct and supervise the said committee and foundation through the Inter-Korean Cooperation Zone Development Planning Group under the Ministry of Unification.
