2. The costs of lawsuit are assessed against the plaintiffs.

가. 경기도지사는 1996. 3. 15. 화성시 서신면 제부리에 위치한 별지 2 도면 기재 구역 중 아래와 같이 ㉮, ㉯, ㉰, ㉱, ㉲, ㉳, ㉮를 연결하는 선을 따라 형성된 공유수면(면적 46,809㎡)을 ‘제부항(이하 ’이 사건 어항‘이라고 한다)’으로 신규지정하고, 같은 날 위와 같은 사실을 고시(경기도 고시 제1996-47호)하였다.

B. After June 16, 1997, the Governor of the Gyeonggi-do decided to establish a plan to change the fishery harbor zone of the fishery harbor of this case as follows, and establish a part of the plan within the fishery harbor zone, and publicly notify the same on the same day (No. 1997-195 of the Gyeonggi-do Public Notice).
