B Co., Ltd. is a corporation established for the purpose of specific waste disposal business, etc. in Ulsan-gun C, and the defendant A is a person who actually operates the above company.

1. Defendant A

(a) A person who intends to install wastewater discharge facilities that have failed to file a report on the installation and operation of a wastewater discharge facility shall obtain permission or file a report thereon from the competent authority;

Nevertheless, from April 27, 2017 to January 4, 2019, the Defendant installed and operated industrial water-purification facilities (960 cubic meters/day) for wastewater discharge facilities without reporting to the competent authorities.
