2. The plaintiff.

The Plaintiff is a public official who is appointed on October 29, 1996 and works for class 8 at the general affairs department of the general affairs department of the viewing and document statistics team from November 26, 2008 to January 6, 201 and takes charge of the establishment of records DB, etc.

On March 29, 2016, the Defendant imposed a surcharge for disciplinary action on the Plaintiff for dismissal (hereinafter “instant dismissal disposition”) and KRW 7,405,00 (two times the amount subject to the surcharge for disciplinary action) upon the Plaintiff through a resolution of the Jeonnam-do Personnel Committee (hereinafter “instant dismissal disposition”) due to the following disciplinary reasons.

On May 2010, the Plaintiff issued 50,000 won to the Director General of DB, “10,000 won” from 50,000 won to 50,000 won for the purpose of solicitation of conversion of weapons contract positions from DB to 50,000 won in the record repository B, and the Plaintiff issued 10,000 won in cash to 30,000 won to 10,000 won to 30,000 won on the day of the receipt of 50,000 won to 30,000 won for the transfer of weapons contract positions from E in the record repository room, and the Plaintiff issued 1,000 won to 1,00,000 won to 30,000 won on the day of the issuance to 1,000 won to 30,000 won for the transfer of weapons contract positions from E in the record room, and the Plaintiff issued 1,000,00 won to the Director General of D.
