On May 2015, the Defendant attached C's front number plate, which was found in the vicinity of the building B at the beginning of the Gyeonggi-si, to his DNA car without the custody of the front number plate as a fine for negligence in arrears.

Accordingly, the defendant used a motor vehicle registration number plate illegally for the purpose of exercising it.
