On March 2014, the Defendant was in arrears with a fine for negligence for violation of parking and stopping regulations, and was placed in custody on the front of the Defendant’s CtRa car.

On April 19, 2014, at around 10:00, the Defendant: (a) attached B number plates kept at its own discretion to operate the said car; (b) operated the said car at approximately 2 km section from the Dongjak-gu Seoul Metropolitan Government 102-6 front of the Dongjak-dong, Dongjak-gu, Seoul to the front road of about 108, in accordance with the Seocho-gu, Seoul.

Accordingly, the defendant used the registration number plate unlawfully.
