The reasoning for the court's explanation concerning this case is that the part of the reasons for the judgment of the court of first instance other than the rejection of each description of evidence No. 9 (including additional numbers) which is insufficient to recognize the defendant's assertion as evidence additionally submitted at the court of first instance. Thus, it is acceptable to accept this as it is in accordance with Article 8 (2) of the Administrative Litigation Act and the main sentence of Article 420 of the Civil Procedure Act.
