The defendant is a person who is engaged in the business of collecting high water.

On December 12, 2013, the Defendant was sentenced to imprisonment with prison labor for rape, etc. at the Seoul High Court, and on December 20, 2013, and became subject to registration of personal information after the above judgment became final and conclusive on December 20, 2013, and a person subject to registration of personal information shall submit the modified basic personal information to the head of the competent police office within 20 days when the basic personal information already submitted has been changed.

Notwithstanding the purchase of B-wing truck around October 7, 2016 and registration under the name of the defendant, the defendant did not submit the above change to the head of the Namyang Police Station having jurisdiction over the defendant's domicile within 20 days from this date.
