2. The costs of lawsuit shall be borne by the Plaintiff.

A. The Defendant’s attached list 1) Gyeonggi-do is to create a high-tech industrial complex with the name of “F” in a special planning zone within the area of the Housing Site Development Project for the Ddongwon, Seongbuk-gu, Sungnam-si, and a site of 661,915 square meters inside the said special planning zone (hereinafter “instant project site”).

Around May 4, 2006, Gyeonggi-do provided the following supply guidelines (hereinafter referred to as “instant supply guidelines”) to select a person to be supplied with the instant business site as Gyeonggi-do public notice G and Gyeonggi-do public corporation public corporation H around May 4, 2006:

1.
