Litigation costs shall be borne by the plaintiff.

On October 29, 2017, the Defendant made a public announcement of “59-time college professor invitation” in order to open and hire full-time faculty members in the major field of major field of art colleges to the public, and the Plaintiff subscribed to the field of Korean arts colleges and C among them.

The main contents related to this case in the 59 Guidelines for the Screening of Public Disclosure and Employment (hereinafter referred to as the "Guidelines for the Screening of this case") which applies to the above open recruitment are as follows:

3. Screening Committee:

(a) The Basic Review Committee;

(b) Specialized Examination Committee I (Examination of Excellency in Research);

(c) Major Review Committee II (Examination of Outstanding Education)

(d) Interview examination committee;

4. Criteria for allocation to examination; and

(a) Examination of the feasibility of majors (joint/non-examination);

(b) Examination of excellence in research (70 points);

(c) Examination of excellence in education (30 points);

(d) Interview (Joint/Non-Joint).

5. The Fair Trade Commission on Public Bonds;

(b)to report to the President on (i) the fairness study and deliberation on public bonds requested by the Committee on the Management of Government Bonds and Public Bonds; (ii) the fairness study and deliberation on public bonds of universities or colleges (wons) for which the Committee on the Management of Public Bonds is not established; (iii) the fairness study and deliberation on public bonds requested by the President; (iv) the measures against unfair examiners related to public bonds and unfair objectors, 5 other matters to be deliberated on public bonds;

6. The Committee on the Management of the Government Bonds of universities;

(b) 1) Deliberation on the fairness of major review and measures 5) other public bonds-related matters, 2) deliberation on persons subject to recommendation as members of the public bonds recruitment process for full-time faculty members of the relevant university (hereinafter referred to as "full-time faculty members") 3) deliberation in advance, 4) deliberation on detailed examination criteria.

8. Procedures for examination and objections to the results thereof;

(a) Subscribers, departments (departments) examiners and full-time teachers may, in writing, raise an objection to the University (won) Public Bonds Management Committee on the procedures and results of a major examination;

(b) The university (original) public bond management committee shall investigate the objection of the above "A" and take appropriate measures, and promptly notify the result to the claimant.

(c) The chairperson of a university or a public loan management committee;
