The project approval drawings are merely and externally announced to the person authorized to approve the project plan in order to obtain the approval of the housing construction project plan. Unless there is a separate agreement, it is difficult to view that the sales contract has been concluded between the project operator and the buyer on the basis of the project approval drawings, considering the individual characteristics of the construction project or the conditions of the construction site in the actual construction process.
