The first instance court.
1. The reasons for the admitting the judgment of the court of first instance are the same as the entry of the reasons for the judgment of the court of first instance, and thus, they are quoted pursuant to Article 8(2) of the Administrative Litigation Act and the main sentence of Article 420 of the Civil Procedure Act.
(The plaintiff is basically repeating the same argument in the court of first instance, and even if the plaintiff's assertion and the reason why the plaintiff partly supplemented in the court of first instance are considered, the court of first instance's judgment is justified).2. Thus, the plaintiff's claim is dismissed as it is without merit. The judgment of the court of first instance is just and it is dismissed as the plaintiff's appeal is without merit.
