The Defendant, as the managing director of the company C located in Gangnam-gu Seoul, was in charge of the affairs related to the GIC as a general managing director of the said company, and as the employees who will work in the GIC were insufficient to work in the GIC, the GIC demanded the employees to work in the GIC and pretended as if they were affiliated with the above company, thereby allowing them to obtain the approval of the GIC promptly and easy to use them in the said corporation.

On June 10, 2015, the Defendant asked D representative of the cooperative firm to color workers to North Korea, E requests the workers of F representative of F representative in order to do physical color, G delivers information such as photographs and personal information about H and I to E, H and I consent to North Korea under the jurisdiction of other companies, and H and I again delivers the above information to the Defendant.

In addition, on July 1, 2015, the Defendant: (a) visited the cooperation company’s office in Geumcheon-gu Co., Ltd., Co., Ltd., Ltd. (hereinafter referred to as the “Co., Ltd.”) located in Geumcheon-gu Seoul, Seoul, Seoul, with access to the application system for renewal of entry into and departure from the Gsung Industrial District Management Committee; and (b) entered H as the technical airspace belonging to the partner company D based on the above information on H and I transmitted as above; and (c) obtained the approval from the Minister of Unification on the fourth day of the same month after falsely entering the cooperation company’s technical airspace belonging to the subcontractor company.

Accordingly, the Defendant, in collusion with E, G, H, or I, obtained the North Korea's approval by fraud or other improper means.
