On August 2019, the Defendant had a mind to operate a game room in which illegal game can be operated by accessing the online game site. On the lease of the building C & a commercial building in Seo-gu Daejeon, Seo-gu, Daejeon, the Defendant connected the Internet conference room. After contact with the operator of the “D”, which is an illegal game site known to him/her, three game site access IDs are granted to the Defendant’s exclusive connection, and “D” operators entered the game site access address known to him/her by the operator of the “D” in advance, and received 0.2% of the amount of betting money as points from the operator of the “D”.

From around September 10, 2019 to September 16, 2019, the Defendant operated a game site without any trade name at the above site. After having access to the said “D” site, the Defendant sent cash to the account designated on the said site and transferred it to the point, which is a point granted by the Game Management Committee, to the said site, and did not receive a rating from the said site. After having operated the game site in the form of “BASKBAL STR”, which is a game game, in the form of the game, and without being rated from the Game Management Committee, the Defendant transferred it to the account designated on the said site, and transferred it to the operator of the said site one point to receive KRW 1 per customer’s account.

As a result, the defendant provided game products not classified for use, and exchanged tangible and intangible results obtained through the use of game products.
