The Defendant, who was elected as H head of H Gun at H I election conducted on G date and was elected as H Gun, and was elected on June 4, 2014 at the six simultaneous local election conducted on June 4, 2014.

In July 2014, the Defendant: (a) known the fact that the members of the H Gun Assembly were able to provide support money to be used as travel expenses to the members; (b) provided 2,00,000 won with support money for the parliamentary training of the H Gun Council; and (c) provided the chairman of the H Gun Council at the second floor of the H Gun Council located in Gyeonggi-do on July 14, 2014 to deliver KRW 2,00,000 to the chairman of the H Gun Council; and (d) discussed with the head of the Gun, the head of the planning and audit office, and the head of the administrative office, etc. during July 2014, the Defendant decided to accept more amount than the preceding sentence in consideration of the fact that the 7th Gun Council was constituted, and the first parliamentary training.

The defendant decided to increase the supporting money by discussing with the head of the Gun, etc. even if based on the statement of related persons, such as J, etc.

It is difficult to recognize it, and there is no other evidence to recognize it.

On the other hand, the defendant received a report on parliamentary training from the head of the administrative division and stated that "Haat as customary," and recognized that he did not raise any specific objection even though he was aware that assistance was given in the administration and budget, it is deemed that the defendant ordered the head of the administrative division to order the head of the administrative division to "Haat as customary," in regard to assistance in the training of H military council members, and the head of the administrative division prepared and delivered the assistance money.

From July 14, 2014 to May 17, 2016, cash amounting to KRW 11 million in total on six occasions under the pretext of supporting the parliamentary training of members of the H-Gun Council through the head of the administrative division or directly delivered to L by the Speaker of the H-Gun Council, such as the written list of crimes.
