1. Details of the disposition;
A. The Plaintiff is a legal entity established for manufacturing and selling elevators.
In order to efficiently promote technological innovation and informatization management of small and medium enterprises pursuant to Article 20 of the Act on the Promotion of Technology Innovation of Small and Medium Enterprises, the defendant is the head of the Technology Information Promotion Institute of Small and Medium Enterprises established, and perform duties concerning restrictions on participation in projects for promoting technological innovation and recovering contributions
B. On January 10, 2014, the Administrator of the Small and Medium Business Administration (former Minister of SMEs and Startups) designated the Technology Information Promotion Agency for Small and Medium Enterprises as a specialized institution and announced the implementation plan of the health examination-linked product and process improvement technology development project for the year 2014. On July 31, 2014, the Plaintiff’s task name as “B” (hereinafter “instant task”).

3. Designing to improve the durability of elevator apparatus positions with independent contact points with shot force by the final objective of technology development, and designing and manufacturing light-scale designs and manufacturing using manufacturing sprinks for sprinks;
C. The final objective of the instant task’s technological development indicated in the instant project plan is as follows.
On August 1, 2014, the Plaintiff entered into an agreement on technological development projects between the Defendant and the small and medium enterprise (hereinafter “instant agreement”) with the name of the business, the name of the business, “C,” “B,” and the period of technological development from July 14, 2014 to April 13, 2015. The Plaintiff received KRW 50,000,000 from the Small and Medium Enterprise Information Promotion Agency.
E. On June 11, 2015, the Plaintiff submitted a final report on the development project of small and medium enterprises with the content that the instant task was completed, and the said final report was aimed at developing 5 million won for the mechanical and electrical durability of the database location, but 7 million intervals.
