On September 23, 2014, the Defendant, as a member of the local reserve forces, moved to Busan Northern Zone B apartment, from 310 Dong 1002 to Busan Seo-gu C within 14 days, and did not make a move-in report to the competent authorities within 14 days, but did not make a move-in report without justifiable grounds, and registered as an unknown resident registration on September 23, 2014.
