However, the execution of the above punishment shall be suspended for a period of one year from the date this judgment becomes final and conclusive.

A person ordered by the competent authority to take measures, such as change of waste disposal method, suspension of waste disposal or bringing in, shall comply with such order.

Nevertheless, on August 28, 2020, the Defendant issued an order to take measures (third tea) to “ lawfully dispose of approximately 400 tons of wastes (waste clothes) loaded on the land north-gu, Northern-gu, B at the port on the following occasions by October 30, 2020,” and did not comply with the order.

Accordingly, the defendant did not comply with the order of the competent authorities.
