Reasons

1. On July 14, 2004, the act of violating the vehicle operation restriction around 11:32, which was committed by an employee of the defendant specified in the facts charged. 2. The penal provisions applicable to the summary order subject to review on October 28, 2010, which was applied to the summary order subject to review, lose its effect retroactively in accordance with the Constitutional Court’s decision of unconstitutionality such as the 2010Hun-Ga38, etc. Accordingly, the defendant is acquitted under the former part of
