On September 27, 2013, without obtaining a driver's license issued by the commissioner of the district police agency at around 10:20, a non-licenseed driver's license operation is about 90 kilometers from the defendant's house located in Go Chang-gun C in Jeon Chang-gun, Gwangju, to the entrance of Jeonsung-gun, Masung-gun, Masung-si.
