The Defendants did not pay the above fines.

On May 6, 2008, a civil society organization with 1,500 U.S. beef co-operation, etc. organized a "National Countermeasure Council (hereinafter referred to as the "Measures Council") with a view to organizing a strike against full import of U.S. beef in the U.S., on the grounds that "the phase-out expansion agreement of U.S. beef imports entered into with the Government of the Republic of Korea on April 18, 2008 is about to be a stroke negotiation, as well as to bring about harm to citizens' health."

Since May 2, 2008, the countermeasures conference led to a candlelight meeting for the import of American beef in Jongno-gu Seoul, Jongno-gu, Seoul, following the candlelight meeting. On May 6, 2008, the party conference held the candlelight meeting, which is an outdoor assembly after sunset time at the Cheong River square. From May 24, 2008, the party conference tried to enter the Cheong River square or Seoul square in the city of the following day after the candlelight meeting by day from May 24, 2008.

On May 27, 2008, from around 19:05 to 21:15, the countermeasures conference proceeded with a candlelight assembly through free speech, relief, singing performances, etc. of participants who attended 1,500 persons, including members of the countermeasures conference.

After that, from May 27, 2008 to May 02:00 on May 28, 2008, the above 1,500 persons were paralleled with all surrounding lanes, such as Modju, Eul-ro, the Bank of Korea Roster, the Round, the Round, and the front of the Seoul City Office.

The Defendants actively combined with this, and conducted a demonstration, such as moving the Cheong River square, Madern-ro, Bro-roin, the Bank of Korea Round, Modern-ro, and the entire lane in front of the Seoul Metropolitan Government Office, making it impossible for the Defendants to communicate the vehicle.

As a result, the Defendants conspired with the participants in the assembly, and have a view to the vicinity of the Seoul Metropolitan Government Office.
