On September 11, 2017, around 20:20 on September 20, 2017, the Defendant driven a car with C low-speed car without a vehicle driver's license from the front of the branch office of KT Gangwon-gu Seoul Metropolitan Government, which is located 15-gil, the center of Guro-gu, Seoul, to approximately 5 km from the front of the apartment to the front road of the apartment.
